- Capital Metro prepares to set a goal of 23% for FY2011-2013 Disadvantaged Business Enterprise (DBE). The United States Department of Transportation recently issued a new final rule affecting the implementation and management of the Department's Disadvantaged Business Enterprise program. The new rule amends the annual submission of DBE goals and goal setting methodology now requiring submission of a three-year DBE goal and goal setting methodology. As part of Federal Transit Administration (FTA) public notice under 49 CFR 26, Capital Metro DBE has projected the DBE goal for FY2011-2013 to be 23%.
