DOUG ALLEN, Interim President/CEO
Doug Allen is interim president/chief executive officer of the Capital Metropolitan Transportation Authority in Austin, Texas. Capital Metro’s Board of Directors named him to that position Oct. 12, 2009. Allen brings 30 years of transportation planning and development experience to the transit authority. Before being named interim president/CEO, Allen was the executive vice president/chief development officer at Capital Metro. In addition to his current responsibilities as president/CEO, Allen continues to oversee all planning, communications, marketing, community outreach efforts, engineering and construction, and transit oriented development functions. Allen is responsible for consistent communication of Capital Metro’s vision with customers, employees, community partners and the general public; his responsibilities include guiding all transportation initiatives with an emphasis on long-term development.
Since arriving at Capital Metro in March 2008, Allen has made an immediate positive impact on Central Texas transportation, including his leadership in formulating a new service expansion policy to enhance new and expanded bus and rail transportation options for communities both in and out of Capital Metro’s service area; advancing the Authority’s MetroRapid (Bus Rapid Transit) project which was recommended for $17 million in federal funding within nine months of submittal to the Federal Transit Administration; and overseeing the enhancement of plans to expand passenger rail service along the Authority’s existing freight rail line.
Allen spent the majority of his career in the Dallas-Fort Worth area beginning at the North Central Texas Council of Governments (NCTCOG) in 1978. In 1984, he joined Dallas Area Rapid Transit (DART) and was instrumental in developing plans for the DART light rail system, the Trinity Railway Express commuter rail system and the high occupancy vehicle lane network. With a proven track record of success, Allen progressed quickly at DART, most recently serving as executive vice president of program development where he was responsible for developing long-range system plans and supervising the design and construction of the light rail system.
Allen is a member of several professional organizations including serving as the vice chairman of the American Public Transportation Association (APTA) Policy and Planning Committee.
