FRED GILLIAM, PRESIDENT/CEO
Fred Gilliam leads Capital Metro with an impressive record of success. He has more than 45 years of experience managing and operating public and private transit systems, and has consistently demonstrated measurable results in ridership increases, cost savings and efficient operations. Previously, Gilliam was an executive vice president for Chance Coach, a bus and trolley manufacturer in Wichita, Kansas. Prior to that, he served on the Metropolitan Transit Authority of Harris County (METRO) as executive vice president and COO, where he was responsible for managing the daily activities of Houston's transit agency, with a budget of more than $600 million and more than 4,000 employees. Under Gilliam's leadership, METRO had record-breaking ridership increases that reversed a three-year decline; an operating division was privatized, saving $25 million over five years; and accidents were reduced to the lowest level in the history of the agency. Gilliam began his career in the transit industry as a traffic checker for the Memphis Transit Management Company in 1961. He quickly rose through the ranks, and after 11 years of progressively more responsible positions he accepted the position of operations manager and executive director of the Metropolitan Tulsa Authority. Gilliam also served at transit authorities in New Orleans and Denver. Gilliam is widely recognized for his leadership in the transit industry. He currently holds a number of leadership positions with the American Public Transportation Association and is President of the South West Transit Association (SWTA). He also serves on several committees of the Transportation Research Board and serves on the Board of Directors for the Texas Transit Association and the Austin-San Antonio Commuter Rail District. He chairs the Board of the Texas Department of Transportation’s Public Transportation Advisory Committee and serves on the Texas Transportation Institute (TTI) Advisory Council. In 2004, the Texas Transit Association named Gilliam “Outstanding General Manager.” Also, in 2006, Gilliam received the Texas Department of Transportation’s Friend of Texas Transit Award.
